Bug description:
Not completely sure what we're seeing.
The prime symptom seems to be a dash with no apps-scope installed.
I was helping olli with this symptom, upon install unity-scope-click, we saw
the apps scope in the "manage scope list" but it was not in the dash (as a
favorite)
gsettings get favorite-scopes confirmed this
we were able to add it manually.

into this state
