The unity-api-bugs team was created to subscribe to bugs about packages such that the package to team associations can be tracked via scripts using the Launchpad API. The reason a separate team was used was so that the team and its members were not flooded with bug mail for the packages to which the team is subscribed. That being said we move the package subscriptions (https://bugs.launchpad.net/~unity-api- bugs/+packagebugs) to the unity-api-team if that makes sense.
