This is intended, as far as I know. The new Edge Tutorial is separated in different chunks and each of them is shown at different times. Not sure what is the actual implemented behaviour though.

Like when I'm trying to get things done it interrupts and covers the whole screen with the white tutorial overlay trying to teach me something new when I was in the middle of doing something else. The old behaviour of doing this all on first start-up was much better.
