This is intended, as far as I know. The new Edge Tutorial is separated
in different chunks and each of them is shown at different times. Not
sure what is the actual implemented behaviour though.

Bug description:
  Touch tutorial pops up at random/unexpected/annoying times. Like when
  I'm trying to get things done it interrupts and covers the whole
  screen with the white tutorial overlay trying to teach me something
  new when I was in the middle of doing something else.

  The old behaviour of doing this all on first start-up was much better.
