  blocked cellular data toogle

Bug description:
  I cannot switch on the toogle for cellular data but the cellular data
  always is on. This is a huge problem when abroad.

  I use a Pro5 with OTA 12 with a microSD card on port 1 and the sim card on 
port 2. The result is the same if I use the sim card into the port 1. 
  Note that my phone does not ask the SIM code when starting and I have to do 
it manually.
