Title:
update mount manpage to drop /etc/mtab

Status in util-linux package in Ubuntu:
  Triaged

Bug description:
mount no longer updates /etc/mtab in 16.04 when performing a mount.
This is a regression against 14.04.

I know that /etc/mtab should be a link to /proc/mounts but we have
reasons to not make this link. mount should behave as described in the
  man-page.
