This is fixed. The number was what the file had already; all that was
needed over what I said on IRC was to change it.

Bug description:
Using current yakkety, in u-c-c users -> user -> change password, the
strength bars are not width enough, that's likely a GTK 3.20 issue
(works with adwaita set as the theme)
