This doesn't seem like a problem with cron but a problem with the
configuration of cloud images.

Bug description:
  Cloud-images all run their cron jobs simultaneously, causing a large
  resource usage spike on the hosting physical infrastructure. It would
  be great if cron run-parts were run with a randomized sleep to spread
  this load.
