Title:
Emits a lot of 'progress' signals

Status in ubuntu-download-manager package in Ubuntu:
  Triaged

Bug description:
While testing indicator-transfer for bug #1378941, I found that
ubuntu-download-manager broadcasts a LOT of 'progress' signals.

A download for 7digital.com sent out ~10 progress signals per second,
which was the root cause of #1378941 (though there was enough blame to
spread around, indicator-transfer amplified these signals by updating
its own menus and action states on the bus in response :-)

Is this 'progress' flood intentional and/or necessary?
