  Failed downloads are forever lost if nobody's “watching”

Status in ubuntu-download-manager package in Ubuntu:
  New

Bug description:
  Reproduce:
  1. Run [1]
  2. Start, then immediately close window
  3. Wait until download finish (can be asserted via UDM's logs or some other 
way)
  4. Run [1]

  What happens:
  Nothing. The download failed behind the scenes and there's no way to know 
from the client's POV

  What should happen:
  A client should receive failure signals even though the failure is in the 
past (as a client does with finished downloads).
