That's likely when you're dragging it too far - a "long" left swipe is a
gesture for bringing Scopes (and the leftmost scope, at that) into
focus.
Try using a very short swipe from the left to bring the launcher in,
compare with having another app in focus and doing a long left swipe.
Please reopen if it's not the case.

Bug description:
In E4.5 OTA-12 sometimes when you try to open the launcher (from left
to right) it closes when you put out your finger.
