It seems to me like this is merely the space left for accents - even if
the text is "AEOU" the cursor (and selection) will be high enough to
accomodate for "ÁÉÓÚ". If you use other characters, say "私は猫がすきです", the
spacing will differ.

Bug description:
  Unity8's blinking cursor is higher than the text.

  You can see this on desktop, both on the Unity8 login screen (password
  entry), and in System Settings "Search". In both cases the blue cursor
  appears to be the right size, but is several pixels higher than the
  text.
