  unable to create a fedora container on ppc64el

Bug description:
  I am not able to create a 'fedora' container on ppc64el using the lxc
  templates:

  ➜  ~ sudo lxc-create -n fedora -t fedora   
  Host CPE ID from /etc/os-release: 
  This is not a fedora host and release missing, defaulting to 22 use 
-R|--release to specify release
  Checking cache download in /var/cache/lxc/fedora/ppc64le/22/rootfs ...
