  - Move init script volume settings to new alsactl database
  - Put the daemon file in /var/lib/alsa
  - Create /run/alsa directory so that systemd services don't fail
  (/run/alsa is missing & /run/alsa/ is empty)
  * Drop upstart files, Debian doesn't carry them, and we use systemd for
    init

Bug description:
  This error is logged :
  systemd-udevd[409]: Process '/usr/sbin/alsactl -E HOME=/run/alsa restore 1' 
failed with exit code 99

  note: sound works as expected when the GS session is opened; so maybe
  a boot race.

  but from a terminal, an other error is found:
  /usr/sbin/alsactl: sysfs_init:48: sysfs path '/sys' is invalid
