I can reproduce this in yakkety with ntp 1:4.2.8p8+dfsg-1ubuntu2 and
apparmor 2.10.95-4ubuntu5. It is due to Yakkety's use of systemd-
resolved, which is used by the nss-resolve plugin to resolve hostnames.
