  Double tapping the title bar in desktop mode does not maximize the app

Bug description:
  bq M10 rc-proposed r196
  I've noticed the double tapping the title bar of an app does no longer works 
to maximize the app window. It works though if the window is maximized to 
return it to the previous size.
