  Error on fetching several lists

Status in apt package in Ubuntu:
  Invalid

Bug description:
  I'm using Ubuntu 16.04 dev with apt 1.1.4 and on executing "apt-get update" 
I'm seeing several times errors like "Err:10 http://archive.ubuntu.com/ubuntu 
xenial-updates InRelease                                Couldn't create 
tempfiles for splitting up 
/var/lib/apt/lists/archive.ubuntu.com_ubuntu_dists_xenial-updates_InRelease
    Could not execute 'apt-key' to verify signature (is gnupg installed?)" 
which results that these lists are not available. Downgrading to apt 
1.0.10.2ubuntu1 from Ubuntu 15.10 solves this issue.
