Title:
  indicator-network on Core 16 doesn't see ethernet connection

Bug description:
  The dash does not load 7digital album art from the internet because it
  thinks it is not connected (though it clearly is -- the other album
  info comes from the internet).

  So I believe qml-module-ubuntu-connectivity is giving the wrong
  response.

  (I made sure that the network-manager snap was installed before
  testing.)

  It *might* be related, but indicator-network also shows no connection.
  Though maybe the indicator has its own issues.
