Bumped the Importance to High, and added 'rtm14' as this can lead to a
phone that's unusable.  That said it is an edge emergency calling case,
so this is a good candidate for an OTA update.

  TEST STEPS:
  1) Start phone with SIM without locked SIM PIN. Phone must be such that you 
haven't change the security to swipe ever before. Phone must have passcode 
protection on.
  2) Wait for phone to connect to cellular network. 
  3) Choose "emergency call" and dial. 
  4) End the call. Try to swipe the UI back.

  EXPECTED RESULT:
  UI goes back to the "Enter passphase" view or basic idle screen shown when UI 
is "locked"

  ACTUAL RESULT:
  There is no way to go swipe back before UI has dimmed. Only way is to 
double-click the power key.
