Submenus don't open on mouse hover

Bug description:
In Unity 7 if you leave the mouse over a menu item that has children
(e.g. in firefox View -> Page Size) the submenu opens in some time
(seems to be around the half a second).
In Unity 8 you actually have to click on the item to open the submenu.
