This is down to the window manager - miral-shell behaves as expected
for other applications* that run under it. (E.g. sol)
* webbrowser-app fails to run under miral-shell as follows:
$ miral-run webbrowser-app

Bug description:
open the webbrowser
snap it to the right or left
press F11 to full screen the app
press F11 again to exit full screen
the webbrowser app should return to the original snaped position
