I have been trying a few of the recommended changes, and so far, Force
rasterization on all layers didn't work. It was less of an issue but
not completely gone.

I have now moved on to the one you mentioned, using sna and dri 3.0. I
thought these were default options though? Either way I forced it, and
so far so good for now. (And the pull down menu glitch as mentioned in
the other bug report, seems to have disappeared also).

Title:
Google Chrome flickers badly on web pages

Status in xorg package in Ubuntu:
  New

Bug description:
  In reference to: https://bugs.launchpad.net/ubuntu/+source/xserver-
  xorg-video-intel/+bug/1586539

Was asked by Christopher M. Penalver (penalvch) to make this new bug
  report.

Google chrome intermittently flickers (sometimes even Firefox I found,
but very very rarely), and can cause a seizure in some people as it
can flash between black and white 60 times a second. This is a major
issue that needs to be resolved as I'm sure many who are suffering
  this bug, feel as well.

Please refer to the other bug report which is no "Incomplete" as it
goes into more detail than I have time to honestly type out over
  again.
