Bug description:
In Unity7 network-manager indicator is a bit dumb, that is it
refreshes after hard-coded intervals. This works in some cases but for
cases where you just created a hotspot and want to connect to it, you
have to turn off wifi and turn it back on again, problematic, eh ?
Lets fix that with unity8, whenever we open the indicator please
refresh the list of wifi networks for a few seconds(5?) and also for
the duration of when the indicator is kept open we should refresh wifi
network more frequently then we generally do.
