[unity8] opening app drawer breaks Alt-Tab in app switcher

Bug description:
ubuntu 17.04 unity8
first, open some random app
then open the app drawer with the mouse (smash the mouse into the left side
of the screen) then click outside the app drawer to close it. now press ALT TAB
multiple times to move through the apps in app switcher (doesn't seem to work
here)
