I was able to reproduce this issue over the weekend I will try and
reproduce it again on 20130718.
STEPS:
Open and close a few apps over and over scrolling up and down the screen as you
go.
At some point the apps lens will continue to scroll up but not in any
other direction, if you swipe left or right it moves up, down move up.
If I can reproduce I will try and nail down some exact steps.
