Title:
  Carousel doesn't allow overshoot or event passthrough when at
  start/end

Bug description:
  Steps to reproduce:
  * switch to the Video scope
  * drag over the carousel to go back to Apps scope

  Expected result:
  a) Carousel indicates is dragged and snaps back to indicate there's no more 
content (but it does receive the event)
  or
  b) event gets passed through to the item beneath (and you switch to Apps 
scope)

  b) could be confusing when you reach the end of a Carousel and
  suddenly swipe to another scope when you've reached the end


  Desired solution:

  Enable drag over bounds behaviour in Carousel's flickable component.
  The effect is too much as such but there is a way make it more subtle
  by compensating it with a container element and translation when
  dragged over bounds. This way we get just a subtle indication that the
  carousel has reached its end. And the carousel component shouldn't
  break.
