All installed apps vanish from apps scope when searching

Bug description:
Steps to reproduce:
- Navigate to apps lens
- Search for 'sco'
- Clear search to return to full apps lens.
- Notice the installed category is there, and can still be expanded/shrunk,
but the contents are empty. (That is nothing at all, not even blank app tiles)
At this point there is no way to view any of the installed apps on the
apps lens, with or without searching, and the phone must be restarted
to restore the list of apps.
