[QtComp] launcher and indicators panel can be accessed while shutdown

Bug description:
1- long press power button
* shutdown dialog pops up
2- do a top edge drag
Expected outcome:
Nothing happens
Actual outcome:
The indicators panel slides down, covering the shutdown dialog

Nothing happens

The launcher slides in, covering the shutdown dialog
