How to reproduce:
* Use the phone
* Have an application in foreground (in my case using notes)
* Pull the launcher out and pull it back in until let's say 25% of it is
visible
* Release
* See how launcher stays there for a good while of time and them immediately
hides
This works smoothly when on the dash
