I don't think it should be unity8 itself, more like a recommendation of
unity8-desktop-session.

It should be possible to remove it and the UI should adapt to hide the
OSK switches.

  Test case.
  - Install unity8-desktop-session
  - Login in Unity8.
  - Check whether maliit-server is running.

  Expected result.
  - maliit-server is running.

  Actual result.
  - maliit-server is not running. ubuntu-keyboard is not an installed 
dependency.

  Zesty on qemu VM.
