After a bit of discourse: * whatever language packs are preinstalled on ISOs need to include .mos for whatever's on the ISO (unity8, ubuntu-system-settings etc.) * system settings app needs to list all languages and install language packs (and OSK layouts, if ubuntu-keyboard itself is installed?) on demand * <dobey> seems to me it would be easier/better to just get rid of langpacks :)
