Bug description:
  ubuntu 17.04 unity8
  [unity8] you can't drag/unsnap maximized windows if the mouse is over the 
menu (see screenshot), but you can if the windows is not maximized.

  open random app that has a menu (kate or whatever), maximize, and then
  try do drag it down by the menu, it doesn't work. however it does work
  when it's not maximized
