Lets call invalid as option to allow all users will allow guest wifi
automatically. Whether this should be the default setting would be the
only possible bug, not sure that matters

  No wifi access for guest unless a user is already logged in

Status in lightdm package in Ubuntu:
  Invalid

Bug description:
  In 16.04.x guest sessions get no wifi access unless a user is already
  logged in, i.e. one has to open a guest session from a user session.

  In 14.04 wifi is automatically enabled for a guest session, in 17.04 a
  guest needs to enter wifi password & create a keyring.

  Test case: 
  Boot up to a machine using wifi that's password protected, at greeter choose 
guest.
  Once logged in notice nm-applet is running but no connection.
  Click on icon, choose a network, click on it.

  What happens: nothing
