  Can't set silent mode

Bug description:
  Story: while testing unity8-deb on zesty I noticed there is no way to
  set silent mode, none of the toggles from uss or indicator-sound seem
  to work.

  Environment: unity8-session on zesty

  STEPS:

  1. Boot zesty in unity8-session
  2. Open browser and go to youtube
  3. Play a video
  4. Set silent mode from uss>sound or indicator-sound

  Expected result: silent mode is enabled and no sound comes out of the speakers
  Current result: toggles switch on but silent mode is not enabled
