For some context, this is linked to

where the new Oxide.Ubuntu WebView provides a default file picker
implementation. This default implementation cannot replace that of the
browser as it is today, because the browser has a specific code path for
when the browser itself is selected as the content provider.

  Move the code to show download page to different place

Status in webbrowser-app package in Ubuntu:
  Confirmed

Bug description:
  Right now legacy webview shows download page when webbrowser-app is
  selected as source in contentpicker. The code to show download page
  lies inside filepicker implementation.

  With UbuntuWebView behaviour should be same, To support that,  code to show 
download page
  Should exists at different place in webbrowser-app code.
