Title:
skype sound only working when pulse audio dialog is opened

Status in pulseaudio package in Ubuntu:
  Incomplete

Bug description:
In Skype i have the problem that the sound of skype is only working,
when i open the settings window of pulse audio. As soon as i close it
again the sound has noise in it again and skype is unuseable, as long
you don't want to test your ear "tolerance".

I tried various fix around the internet already, without any success

  https://bugs.launchpad.net/ubuntu/+source/pulseaudio/+bug/865820 This
bug seems to be kinda similiar to mine - maybe just the same.
obviously the bug is not fixed for me

  Ubuntu-Version: 12.10 with all updates
  PulseAudio-Version: 1:2.1-0ubuntu4
  Skype-Version: 4.1.0.20.0-0ubuntu0.12.04.2
