I vaguely recall this being a problem with oldschool gnome-panel.
Is this bug still relevant today though?

Use transparent effects for panel window list buttons

Bug description:
The stock appearance of the panel window list button states is out of
place when using 'transparent' panel. The same effects can be
realized by using transparency to lighten (for prelight) or darken
(for active) the buttons.
Attached is a patch that does that.
