I think this is generally considered a feature and not a bug. You have
the full space to the edge of the screen to use in the application
instead.
If you wish to resize the window from that edge then just drag it away
from the edge of the window first.

Bug description:
If a window's edge is flush with the edge of the screen, it's not
possible to grab that edge in order to resize the window.
This appears to be a result of the new borderless-decorations in
trusty. Since the invisible grab area lies outside the window, in this
case it is entirely offscreen.
