Tracker using 99% disk I/O

Bug description:
I setup tracker not to operate when my system is busy. But still it's
using lots of disk I/O.
How to regenerate?
1. Just open/restart your computer
2. run: sudo iotop
3. It will show the disk I/O status, where tracker using 99%
