Brian, I think you've already answered that question :) The confusion came from a different definition of "freshly installed artful system". I had installed it freshly, but left it turned off overnight, and then tested. Apparently that was not fresh enough to reproduce this bug.
Also, until recently I would manually update all fresh installations. Previously I considered that still a "fresh installation" because it was still untainted by human usage. Anyway, we got there.
