Pulseaudio will not start when system started

Bug description:
After upgrading to Kubuntu 11.10 from Kubuntu 11.04 pulseaudio will
not start. I can start it from a terminal via pulseaudio -D but I
won't hear any sound. I do have sound without pulseaudio running but
am concerned that not having pulseaudio running may affect other
applications. I expected pulseaudio to start but it doesn't start. I
verified by running ps aux | grep pulseaudio.
