pulseaudio can't switch to internal audio when a tunnel sink is
present

Bug description:
I recently added the module-tunnel-sink to my pulseaudio config to
have an option to tunnel audio to remote server. The tunnel works
fine, it shows up in 'pavucontrol', and audio sounds fine. However,
when the tunnel is connected, if I go to the 'playback' tab in
pavucontrol and switch audio that is currently playing to 'internal
analog stereo' on my T500 laptop, then audio stops playing on the
remote server, but it never starts on the local laptop speakers. As
a further symptom, when I press pause on the audio (it's mog.com
playing in google chrome), the audio stops within a second, but when I
undo pause, it takes maybe 15 seconds to startup. It doesn't do that
when the tunnel is not present.
I was hoping to be able to use the tunnel so I could 'seamlessly'
switch between remote and local audio, but at the moment, it seems
like setting PULSE_SERVER when starting google chrome and connecting
directly to the remote server seems to be more stable. But the
downside is it requires restarting chrome each time I want to switch.
It'd be great if I could get the tunnel to function seemlessly. I've
turned on DEBUG level logging on the pulseaudio client and server. I
don't see much helpful there except things about buffer underruns
periodically and 'Wakeup for ALSA' messages. But the underrun related
pauses are only a few hundred milliseconds.
