Ah, never mind, I see that this was fixed in 1.13.2-0ubuntu2 which I
hadn't yet installed.

  cron.daily noise from "initctl version"

Status in “upstart” package in Ubuntu:
  Fix Released

Bug description:
  I got cron mail today from /etc/cron.daily/upstart telling me what
  version of Upstart I was running.  I don't really need to be e-mailed
  this. :-)  Please could you redirect the stdout of "initctl version"
  to /dev/null as well as its stderr?
