Bug description:
The ubuntu-core-upgrader, system-image, and ubuntu-download-manager
packages are specific to the Ubuntu Touch project and the Ubuntu Core
15 release of Ubuntu Core and are no longer used or maintained. They
should be removed from the archive for Ubuntu 17.10.
