App carousel showing both app and app start animation

Bug description:
Mako with MultiROM, r245
Since devel-proposed r243 or r244 a number of apps including GMail,
Google+, Calendar, System Settings and Messaging get a duplicate
instance in the app carousel showing the app start animation window.
Tapping on such a window takes me to the app that is running, but the
app carousel looks very crowded.
