apt-get upgrade reported that gdb was up to date. However, removing and
re-installing gdb with apt-get got it working again.

The gdb packaging? The upgrade procedure?

I have a copy of the systems with bad gdb instances if anyone would like
to take this on.

But for now, I'm out of the woods...
