I can duplicate this in the Settings > Sound panel with Ubuntu 17.10

Outline effect should be disabled for tabs

Bug description:
When opening System Settings -> Appearance, for instance, the selected
tab has by default an orange outline effect that I don't think should
be displayed for tabs at all.
