This is correct, as far as I know.

wmctrl is for X window management whereas GNOME/GTK and some other apps
are native Wayland not using X. Only legacy apps using Xwayland will
show up in wmctrl. Although you could ask wmctrl for some kind of
enhancement to list the non-X apps.

Bug description:
  Steps to reproduce:
  1. Install Ubuntu 17.10
  2. Login to the default Ubuntu session
  3. Launch gnome-terminal, gnome-calculator, gnome-calendar etc.
  4. Install wmctrl and use it from terminal with `wmctrl -lx`

  Expected results:
  wmctrl shows list of windows

  Actual results:
  wmctrl do not show list of windows
