Default window maximize behaviour is spanning all monitors

Bug description:
In mir_demo_server you can use Alt+F11 to maximize/fullscreen a
window. However when using multiple monitors it occupies all screens.
I think the desirable default behaviour needs to change to only
maximize on the monitor the window is on. Just as Unity7 and every
other desktop environment does it.
