I'm not planning on uploading this; this is just a passing comment.

You need to have an actual seed repository which is used to generate the
list of dependencies in your metapackage when you run ./update from your
metapackge

You don't need to be an official flavor to have that repository. For
instance, here is Ubuntu Budgie's:

https://code.launchpad.net/~ubuntubudgie-dev/ubuntu-seeds/ubuntu-
budgie.bionic

Title:

  universe

Status in ubuntu-meta package in Ubuntu:
  Incomplete

Bug description:
  [needs-packaging] ubuntu-unity-desktop

ubuntu-unity-desktop is the meta package which installs a fully
  functional unity desktop.

  Source: https://code.launchpad.net/~unity7maintainers/ubuntu-unity-
  meta/+git/ubuntu-unity-meta

  License: GNU GPL v2

  PPA: ppa:unity7maintainers/unity7-desktop

Note: Atm, since ubuntu-unity is no an official flavor there is no
  seed branch on https://code.launchpad.net/ubuntu-seeds.
