This bug was fixed in the package systemd - 237-3ubuntu3

---------------
systemd (237-3ubuntu3) bionic; urgency=medium

  * tests/control: drop qemu-system-ppc.
    Whilst some tests pass, many regress / fail to boot. This is not a
regression,
    as qemu-based tests were not run previously.

Title:
  [patch] please add "AssumedApparmorLabel=unconfined" to service file

Status in systemd package in Ubuntu:
  Fix Released

Bug description:
  There was a recent change in apparmor
  (https://cgit.freedesktop.org/dbus/dbus/commit/?id=dc25979eb) that
  breaks snapd. The fix is simply to add the
  ++AssumedApparmorLabel=unconfined line to the service file so that
  activation works again.

  Attached is a debdiff with a possible fix.
